In an increasingly interconnected world, the need for seamless exchange of educational and employment data across borders has never been more critical. As we look ahead to the 13th Annual Meeting of the Groningen Declaration Network (GDN) in San Diego this October, an exciting pre-conference workshop promises to bridge international efforts in digital credentialing and skills-based hiring.

The U.S. Chamber of Commerce Foundation's T3 Innovation Network and the Groningen Declaration Network are joining forces to host a half-day workshop focused on "Advancing Global Engagement on Learning and Employment Records (LERs)." This collaborative event aims to foster international awareness and cooperation around LER initiatives, data standards, and use cases that can benefit learners and workers worldwide.

Why This Matters

LERs represent a paradigm shift in how we document, share, and validate learning and work experiences. As digital, verifiable records of an individual's skills, credentials, and achievements, LERs have the potential to revolutionize hiring practices, enhance workforce mobility, and create more equitable pathways to opportunity.

However, realizing this potential requires alignment and interoperability across national and regional systems. The GDN, with its focus on digital student data portability, and the T3 Network, with its emphasis on creating an open, public-private data infrastructure for the talent marketplace, are uniquely positioned to drive this global conversation forward.

What to Expect

The pre-conference workshop will bring together key stakeholders from around the world to:

1. Increase awareness of T3 Network LER-related projects and priorities on a global scale

2. Explore alignment between GDN and T3 Network guiding principles

3. Identify shared use cases and collaboration opportunities for international data exchange

4. Scope potential LER-related pilots involving cross-border credential verification

Participants can look forward to engaging presentations, interactive breakout sessions, and opportunities to contribute to the development of shared guiding principles for LERs and digital credentials.

Key Topics

- Mapping the global LER ecosystem

- Aligning ethical principles for student data and LERs across borders

- Exploring use cases such as refugee credential recognition and global microcredential mapping

- Leveraging AI and emerging technologies in LER development and implementation

- Addressing data privacy, security, and interoperability challenges in an international context

Why Attend

This workshop offers a unique opportunity to:

- Connect with global leaders in digital credentialing and skills-based hiring

- Gain insights into cutting-edge LER initiatives and technologies

- Contribute to shaping international standards and best practices

- Explore potential partnerships and pilot projects

Whether you're an education provider, employer, government agency, or technology partner, your perspective is valuable in advancing this critical work.

Looking Ahead

The outcomes of this workshop will inform ongoing collaboration between the GDN and T3 Network, potentially leading to:

- Formal partnerships and MOUs between international organizations

- Joint pilots to test LER interoperability across borders

- Shared resources and tools to support global LER adoption

As we work towards a more connected and equitable global talent marketplace, we must work collaboratively across sectors and across borders.

initiatives like this pre-conference workshop leverage collective expertise and play a crucial role in aligning efforts and accelerating progress.

We invite you to join us in San Diego this October as we take this important step towards realizing the full potential of Learning and Employment Records on a global scale. Together, we can build a future where all learning counts and every individual has the opportunity to showcase their skills and experiences in a universally recognized format.

Stay tuned for more details on registration and agenda. We look forward to seeing you there in San Diego.
