This paper lays the first stones of the foundation for the development of tools that may enable adoption of ILRs (aka LERs) across the education and workforce ecosystems. American workers, who this paper will refer to as learners, can share ILRs with employers to attain the best jobs that match their skill sets. This paper provides an overview of the key ILR terminology and the ILR ecosystem. Additionally, it lays out the core protocols that the system would require.
